The European Commission’s commitment to addressing Europe’s growing housing crisis through the forthcoming European Affordable Housing Plan is both timely and necessary. This position paper outlines key policy priorities to ensure that “affordable housing” is not defined solely by upfront costs but by long-term affordability, social inclusion, and climate resilience.
To achieve this, the European Union must:
- Make full use of the existing building stock through deep renovation.
- Ensure that new and renovated homes are energy efficient to reduce lifecycle costs.
- Provide financial support for social housing construction and modernisation.
- Prioritise durable, scalable, and recyclable solutions such as Expanded Polystyrene (EPS) insulation that contributes meaningfully to operational affordability and
